1. Eligibility: Any collector is eligible when conforming to the rules and regulations herein.
All material shown must be the bona fide property of the exhibitor. Exhibitor's names shall
not appear on the faces of pages. Applications must be submitted on an official entry form
(or copy), and each exhibit requires a seperate form. Eight copies of the exhibit's Title/Plan/Synopis
page must accompany the entry form to be considered for acceptance.
2. Frames & Pages: Competitive frames hold 16 pages (maximum page size 9" x 12") in four
rows of four pages each, larger pages may be accepted on written request if personally
mounted. Each page must be protected within a tranparent covering with the page numbers
on the reverse. Entries are limited to a minimum of three (3) and a maximum of ten (10)
frames per entry and one (1) entry per single frame classification.
3. Fees: Adult entries are $10.00 per frame, or $20.00 per single frame, Junior
entries are $10.00 per entry. Failure to exhibit after notification of acceptance will
forfeit entry fees. Compeleted forms with full payment (checks payable to Sandical),
including return postage should be received by Dr. Jerry Santangelo, 4816 Mt. Helix Dr.,
La Mesa, CA 91941, by 21 December, 2003.
4. Acceptance: The Exhibits Committee will screen entries and reserves the right
to reject any exhibit without explanation. Notification of acceptance or rejection will
be sent by 4 January, 2005. Fees will be returned in full for all unaccepted entries.
5. Classification: Judging will be on an open competion basis and exhibits may be grouped
for convience of viewing. The jury reserves the right to reclassify any exhibit which, in
their opinion, may be better evaluated in another division. APS accredited divisions are:
- Traditional Postal
- Revenues
- Thematic
- Illustrated Mail
- Charity/Promotion/Cinderella
- Display
- Single Frame
- Juniors
6. Delivery of Exhibits: Exhibitors are responsible for mounting and unmounting their own
exhibits, unless mailed or other arrangements are made prior to acceptance. Exhibits entered
by express, insured or registered mail must use the mailing information provided in the
acceptance letter, to arrive between 1 and 4 February, 2006, from 3 until 6 P.M.

7. Security and Liability: Neither Sandical Expo, the Al Bahr Shrine, nor any of the
volunteers, members, participating societies, committees, officers or employees of the
above organizations shall be liable for any loss or damage to exhibits arising from any
cause whatsoever. No tools are allowed in the hall. Every reasonable precaution,
including 24 hour guards, will be employed to safeguard all exhibits against loss or damage
while being mounted, in the frames and during take down.
8. Judging: Exhibits will be judged in open competition, against APS and AAPE standards
of philatelic achievement by a panel of five APS accredited judges. Decisions of the jury are
final, and panel discussion is strictly confidential.
9. Awards: Six or seven levels of unlimited standard awards are at the disposal of the jury
as appropriate for individual divisions: Platinum, Gold, Vermel, Silver, Silver-Bronze, Bronze and
Diploma. The only direct competition between exhibits will be for the grand, the two reserve
grands, individual special and society awards, including but not limited to those listed in the
program. The show grand award winner will be eligible to compete in the World Series of Philately.
10. Return of Exhibits: Exhibitors may pick up exhibits after show closing, between 4 and 6 P.M.
by presenting proper identification. Exhibitors not retrieving exhibits personally or via agents Sunday,
29 January, 2006, must prepay return shipping. Exhibits will be returned no later than Wednesday,
29 January, 2006. Exhibitors must clearly identify the delivery and return method for exhibits. If no
return instructions are received, exhibits will be returned via parcel post, insured for $100.00. The
U.P.S. is prohibited by law from carrying stamp exhibits.
DO NOT SEND OR EXPECT DELIVERY OF RETURNED EXHIBITS VIA U.P.S.
11. Juniors: Juniors shall be less than 18 years of age at the time of the show. Signature of a parent
or guardian is required on the entry form.
12. General: All questions arising and not provided for in these rules and regulations, shall be
decided by the Exhibition Committee. Signing the entry form denotes acceptance of all rules, regulations
